Through the BOGA Fund, BOGA is supporting Global South governments that are exploring alternative development pathways beyond oil and gas. The Fund provides flexible, fast support for initial scoping projects, with the potential for follow-on funding to scale successful interventions.
About the Fund
Why a BOGA Fund?
Promoting a just transition beyond oil and gas is central to BOGA’s mission. This includes delivering on commitments to phase out at home, and supporting Global South countries and regions that want to explore their options and start planning for and working towards an orderly, just transition away from oil and gas.
The BOGA Fund was announced at COP27 with an initial US $10 million, with the aim of providing rapid, flexible support for such work.
What does the BOGA Fund do?
The Fund supports governments in developing their vision of a ‘beyond’ oil and gas economy, and the analysis, plans, policies and technical assistance required to define and deliver this. It is intended to act as a catalyst, informing requests for larger-scale transition support for structural, long-term transitions away from oil and gas.
With growing demand, the expansion of the Fund to US $20 million was announced at the 2024 World Bank IMF Spring Meetings. Global South national and sub-national governments that have oil and gas exploration and production, or the potential for it, are eligible to apply. Requests should be initiated by governments and developed and delivered through non-government partners. While engagement with BOGA is encouraged, membership is not required to access the Fund.
Country programmes
Five programmes have been established under the BOGA Fund, in Colombia, Kenya, Brazil, Barbados and Nigeria.
NDC support
At COP29, BOGA announced a collaboration with the NDC Partnership, making the BOGA Fund available for Nationally Determined Contributions (NDCs).
With NDCs being submitted ahead of COP30, governments have an opportunity to set ambitious targets across all sectors and mobilise public and private finance for a just transition away from fossil fuels. Through 2025 BOGA has made its Fund available to support NDC ambition, in collaboration with the NDC Partnership. All Global South governments that want to reflect Paragraph 28 of the first Global Stocktake (GST) in their NDCs – and specifically the transition away from oil and gas – can submit a Request for Support Letter (RSL) for consideration. Oil and gas producers are encouraged to apply.
