Launch of BOGA Fund Programme in Nigeria
Nigeria initiates work on its economic diversification beyond oil and gas, with the launch of the BOGA Fund Programme
Following the announcement in September 2025 of a two-year BOGA Fund Programme to support Nigeria’s economic diversification beyond oil and gas, a national launch event in Abuja outlined the programme’s scope, strategic focus and engagement pathways for collaboration across government and non-government stakeholders.
The programme is led by the National Council on Climate Change (NCCC) on behalf of the Federal Government of Nigeria. To develop the programme, NCCC established a cross-government working group to develop the programme, including representatives from the Ministry of Petroleum, National Upstream Petroleum Regulatory Commission, National Midstream and Downstream Petroleum Regulatory Authority, Ministry of Environment and Nigerian National Petroleum Company.
The programme will support implementation of Nigeria’s Nationally Determined Contribution (NDC). This includes exploring the economic challenges of the transition away from oil and gas and developing economic diversification strategies. The work will entail:
- Assessing transition risks and opportunities, including examining implications for Nigeria’s oil and gas revenues.
- Evaluating economic diversification and green development pathways, with an emphasis on women, youth, and affected workers and communities.
- Developing targeted policy recommendations that support Nigeria’s long-term structural transition away from oil and gas dependency.
At the event attended by government, industry, labour, civil society and development partners, Omotenioye Majekodunmi, Director-General of the NCCC, said in her keynote remarks: "Nigeria’s journey beyond oil is not a retreat from our status as an energy powerhouse, but an evolution into a green energy giant. Our collaboration with BOGA reinforces our commitment to the 1.5°C pathway while prioritising a development trajectory that is fair, funded and focused on the prosperity of our people."
In her remarks, BOGA Head of Secretariat Siân Bradley said: “When we launched the BOGA Fund, it was to support initiatives like this, helping governments initiate the plans and policies that will be required for a just transition. We’re delighted that this programme can support Nigeria’s next steps towards its economic diversification, and implementation of the country’s NDC. No country can address this challenge alone, and this kind of collaboration is critical to building our capacity to deliver a just, orderly and equitable transition away from fossil fuels.”
The BOGA Fund programme in Nigeria is implemented by the Africa Policy Research Institute (APRI) and partners, including the Society for Planet and Prosperity.
