European Commission and BOGA co-host high-level dialogue at COP30
The transition away from fossil fuels will take centre stage at COP30 in this Ministerial Dialogue, with speakers sharing progress on the implementation of Paragraph 28 of the Global Stocktake and their priorities for accelerating the transition in a just, orderly and equitable manner.
At COP28, the world reached a historic agreement to transition away from fossil fuels. Two years on, countries are beginning to reflect that ambition in their Nationally Determined Contributions (NDCs) and implementation plans. This high-level dialogue – co-hosted by the European Commission and the Beyond Oil and Gas Alliance (BOGA), will bring together Ministers and high-level representatives to assess progress, share lessons and set out priorities for accelerating the transition away from fossil fuels in a just, orderly, and equitable manner.
This dialogue will explore practical measures to implement Paragraph 28 of the Global Stocktake, highlight opportunities for cooperation between producers and consumers, and identify next steps for advancing partnerships and support for just transitions away from fossil fuels. Ministers and high-level representatives will be asked to:
- Reflect on their collective progress on the transition away from fossil fuels since the first Global Stocktake.
- Profile progress on the implementation of Paragraph 28, including through NDCs and implementing measures.
- Explore potential next steps, from options for a roadmap on the transition away from fossil fuels, to the dialogues, mechanisms and partnerships that could support that.
Speakers include:
- Marina Silva, Minister of the Environment and Climate Change, Brazil
- Ed Miliband, Secretary of State for Energy Security and Net Zero, United Kingdom
- Simon Stiell, Executive Secretary, UNFCCC
- Dan Jørgensen, Commissioner for Energy and Housing, European Commission
- Pablo Frankl, Head of Renewable Energy, IEA (technical scene-setter)
- Sian Bradley, Head of Secretariat, BOGA (moderator)
